Okay, well I believe on CS3 (I only have CS2 so bear with me) you can open videos up directly in photoshop so long as they're in quicktime format. If they're not, you can convert them to .mov using the youtube downloader (http://youtubedownload.altervista.org/ ). Once they're in that format just open the movie that way you would any other .psd. It should show you a control screen asking how you'd like to cap the movie, along with a mini movie player. Drag the movie player to where you want it to start taking caps, press shift, then drag it to where you want it to stop and click again. Make sure you check the option that says take every 2nd screen cap because otherwise you're going to end up with like +1200 shots.
Once you click okay a new document will open where each layer is a different screen shot. Using the animation toolbar (window > animation if it's not already open) just delete the screen caps you don't want, crop or resize the image as necessary, and click play. If you're just making .gifs for on here and size isn't a factor then there isn't a whole lot more you need to do. If you're trying to make animated icons and need to get below 40K you'll have to do some major optimizing and trimming, which is better explained in this tutorial here: (http://community.livejournal.com/tothe musicstore/9404.html).
